Melissa’s Story

A leadership advisor and healthcare consultant, Dr. Melissa Marshall has served in C-suite roles for close to fifteen years.  She has gained a reputation as a visionary healthcare executive and thought leader known for her expertise in primary care redesign, population health strategies, and advocacy for marginalized populations. With a career spanning over two decades, she has consistently demonstrated a commitment to innovative healthcare delivery and improving outcomes for underserved communities.

During her tenure as Chief Executive Officer of CommuniCare Health Centers, she spearheaded groundbreaking initiatives that galvanized change in the public safety net. Under her leadership, the organization achieved recognition as a top performer in clinical quality across multiple counties, providers consistently scoring high in measures of wellbeing, and strong financial reserves.

Prior to her role as CEO, Dr. Marshall served as the Chief Medical Officer for various healthcare organizations, where she led efforts in value-based care, quality improvement, and clinical program development. Noteworthy accomplishments include the launch of innovative programs such as Care Neighborhood which informed the current Enhanced Care Management program under CalAIM, Integrated Behavioral Health and Medication Assisted Treatment for opioid use disorders, as well as achieving Level 3 PCMH recognition.

In addition to her professional roles, Dr. Marshall is actively engaged in advocacy and volunteer work. She has served on the boards of prominent healthcare organizations, including the California Primary Care Association and Partnership Health Plan of California, and has been recognized for her contributions to public health and community service.

Dr. Marshall received her undergraduate degree from Stanford University, her medical degree from Washington University in St. Louis, and completed her Family Medicine residency at University of California at Davis Medical Center. She has completed specialized training in leadership and performance coaching, clinician health and wellbeing, and integrative medicine. She is a recipient of numerous awards and honors, including Sacramento Business Journal’s Most Admired CEO, the William Blackwell Memorial Award from the California Academy of Family Physicians, and the Honored Alumni Award from the University of California at Davis.

Outside of the office, Dr. Marshall enjoys spending time with her husband and five adult children, traveling, writing, and enjoying the outdoors.  She has participated in coaching initiatives through the National Association of Community Health Centers, the Western Clinician’s Network, the Community Health Center Network, and Brown University’s Emergency Medicine Department.   She is credentialed through Brown University in Leadership and Performance Coaching as well as Team Coaching.  She has a passion for supporting women in their clinical leadership journeys and other change agents working for a better world.
